Abstract:
A nutrient water-quality model called SPARROW (Spatially Referenced Regressions on Watershed Attributes, was developed in New England by the U.S. Geological Survey in cooperation with the U.S. Environmental Protection Agency and the New England Interstate Water Pollution Control Commission. The New England SPARROW model is built upon the 1:100,000-scale National Hydrography Dataset (NHD). The NHD is a feature based database that interconnects and uniquely identifies stream segments called reaches that make up the nation's surface water drainage system. NHD contains reach codes for networked features, flow direction relationships, and centerline representations for mapped NHD 2-dimensional areal water bodies. The NHD areal water bodies data was extracted from appended NHD files to create a separate New England-wide dataset. The NHD surface water body dataset is intended to serve as a basemap layer for the New England SPARROW Viewer toolkit and other applications.

Care should be used if using this dataset to tie water-related information with the NHD. It is recommended to use the original NHD files (<http://nhd.usgs.gov>) for reach addressing purposes. Deriving areas for some surface water body features from this data will require additional query operations or editing of the data as a result of quadrangle boundary and other source NHD artifacts passing thru and dividing some of the features present in the data. This dataset was developed to serve as a basemap data layer for visual recognition of features for locational purposes in the New England SPARROW Viewer Toolkit application.

The accuracy of the attributes of the source Digital Line Graph data is estimated to be 98.5 percent. One or more of the following methods were used to test attribute accuracy: manual comparison of the source with hardcopy plots; symbolized display of the digital line graph on an interactive computer graphic system; selected attributes that could not be visually verified on plots or on screen were interactively queried and verified on screen. In addition, software validated feature types and characteristics against a master set of types and characteristics, checked that combinations of types and characteristics were valid, and that types and characteristics were valid for the delineation of the feature. Feature types, characteristics, and other attributes conform to the Standards for National Hydrography All names on the high-resolution reaches were validated against a current extract from the Geographic Names Information System. The entry and identifier for the names match those in the Geographic Names Information System. The association of each name to reaches has been interactively checked, however, operator error could in some cases apply a name to a wrong reach.
Logical_Consistency_Report:
The source NHD in Arc surface water bodies exists as a set of Arc/Info regions. The medium resolution NHD, built upon U.S. Geological Survey 1:100,000-scale Digital Line Graph (DLG) data, contains artifacts of the DLG files in the data. For instance, DLG quadrangle boundaries may exist thru surface water body features where such boundaries exist in the source data. The NHD region RCH file which contains features coded as "Lake/Pond" or "Reservoir", has such quadrangle boundaries within these features removed, however, other NHD 2-dimensional surface water body features such as "Stream/River" and "Swamp/Wetland" are not present. The NHD Water Body (WB) region layer contains all the NHD 2-dimensional features with DLG quadrangle boundary artifacts present in the data. This New England Wide coverage of surface water bodies is an ARC/INFO coverage polygon feature class representation of the NHD WB region data. This data contains some of these quadrangle boundaries, which may split a feature into two or more polygons. Similarily, some NHD artificial path or stream reaches may also be present in the data, dividing some of the 2-dimensional surface water bodies into two or more features. Minimal effort was made to remove surface water body splitting arcs within the data. Only within Lake Champlain, Lake George, and Lake Memphremagog was an effort made to remove quadrangle boundary features.
Completeness_Report:
The completeness of the data reflects the content of the sources, which most often are the published USGS topographic quadrangle maps. The USGS topographic quadrangle is usually supplemented by Digital Orthophoto Quadrangles(DOQs). Features found on the ground may have been eliminated or generalized on the source map because of scale and legibility constraints. Detailed capture conditions are provided for every feature type in the Standards for National Hydrography Dataset -(USGS, 1999), available online through <http://mapping.usgs.gov/standards/>.

Statements of horizontal positional accuracy are based on accuracy statements made for U.S. Geological Survey topographic quadrangle maps. These maps were compiled to meet National Map Accuracy Standards. For horizontal accuracy, this standard is met if at least 90 percent of points tested are within 0.02 inch(at map scale) of the true position. Additional offsets to positions may have been introduced where feature density is high to improve the legibility of map symbols. In addition, the digitizing of maps is estimated to contain a horizontal positional error of less than or equal to 0.003 inch standard error(at map scale) in the two component directions relative to the source maps. Visual comparison between the map graphic (including digital scans of the graphic) and plots or digital displays of points, lines, and areas, is used as control to assess the positional accuracy of digital data. Digital map elements along the adjoining edges of data sets are aligned if they are within a 0.02 inch tolerance (at map scale). Features with like dimensionality (for example, features that all are delineated with lines), with or without like characteristics, that are within the tolerance are aligned by moving the features equally to a common point. Features outside the tolerance are not moved; instead, a feature of type connector is added to join the features.

Download NHD, available by 8-digit subbasin, from NHD web site (<http://nhd.usgs.gov>). Source NHD files were projected to a common projection (Albers NAD27 meters). Lake/pond surface water body features from Natural Resources Canada 1:50,000-scale National Topographic Database (NTDB) digital vector hydrography was integrated into the NHD for the Lake Champlain Basin.

Modified NHD 8-digit hydrologic unit tiles appended to create manageable NHD workspace units similar to the U.S. Geological Survey 4-digit Hydrologic Units. NHD APPEND.AML used to append the NHD workspaces. The NHD WB Region features were converted to Arc/INFO coverages.

NHD files appended to create one New England Wide NHD surface water body dataset. The coverage was reviewed to insure that all polygon features were closed and dangling arcs removed. Selected attributes from the NHD RCH Region feature table were attached for the lake/pond and reservoir features.
